I'm quite confident that this is an allusion to the Covenant's Prophets and their example of being leaders of Covenant that demonstrates that power corrupts but absolute power corrupts absolutely. Quite confident.
I like what appears to be a Halo ring in the background and perhaps a grunt as well....
